TCRP is a contract research program that develops near-term, practical solutions to problems facing transit agencies. Experts commissioned by the Transportation Research Board (TRB) authored this guide, which was reviewed by a technical panel appointed by TRB. The opinions and conclusions in this guide are those of the researchers who performed the research and are not necessarily those of TRB.
