A new report from the National Research Council, A TRANSPORTATION RESEARCH PROGRAM FOR MITIGATING AND ADAPTING TO CLIMATE CHANGE AND CONSERVING ENERGY, recommends potential transportation-based research projects to reduce greenhouse gas emissions and energy consumption, and to adapt to climate change.  The report does not discuss research on motor vehicles or fuels, but rather projects that focus on surface transportation infrastructure and operations, such as road construction, maintenance, and land-use policies.?
