Project Scope
|
The committee will address ethical considerations for protection of prisoners
involved in research. The overall purpose of the committee is to examine
whether the conclusions reached by the National Commission in 1976 remain
appropriate today. This examination will consider the impact of developments
since that time in correctional systems and societal perceptions of the balance
between research burdens and potential benefits of research. More specifically,
the committee will:
1. consider whether the ethical bases for research with prisoners differs from
those for research with non-prisoners,
2. develop an ethical framework for the conduct of research with prisoners,
3. based on the ethical framework developed, identify considerations or
safeguards necessary to ensure that research with prisoners is conducted
ethically, and
4. identify issues and needs for future consideration and study.
In conducting its work, the committee will review and consider: 1) the National
Commission's "Report and Recommendations - Research Involving Prisoners" and
supporting material prepared for the commissioners, 2) recent related
literature, and 3) discussions with funding agency staff and other experts. The
committee will also visit example federal, state and local prisons or jails, as
well as alternative-to-incarceration facilities and programs.
This project is funded by the Office for Human Research Protections in the
Department of Health and Human Services. The approximate starting date for the
project was November 2, 2004.
A Final Report will be issued at the end of the project, approximately 15
months after the project was initiated.
