Project Title:

Criteria for Offsite Disposal of Hydrolysate for the Pueblo Chemical Agent Destruction Pilot Plant and the Blue Grass Chemical Agent Destruction Pilot Plant

Project Scope
10/06/2014: The words "secondary waste and" were removed from the first bullet, per a 10/01/2014 email from sponsor representative Greg Mohrman to RSO Nancy Schulte noting, "the term 'secondary waste' can be removed from the PCAPP portion of the hydrolysate SOT. The hydrolysate from agent destruction is the waste stream of concern for this study." This phrase formerly read: "Review the criteria for successfully treating the secondary waste and hydrolysate;"


An ad hoc committee will conduct a study and provide two reports: a first report, on the criteria for offsite disposal of hydrolysate for the Pueblo Chemical Agent Destruction Pilot Plant (PCAPP), and a second report, on the same topic for the Blue Grass Chemical Agent Destruction Pilot Plant (BGCAPP).

The committee will consider the following study objectives:

PCAPP First Report:
Review the criteria for successfully treating the secondary waste and hydrolysate;
Determine technical factors, decision points and contingency options if the biotreatment and brine reduction systems either underperform or do not perform at all, thereby impacting destruction operations;
Identify systemization data that should factor into the criteria/decision process;
Identify any possible plant modifications which would allow continued use of the onsite processing, e.g., use of additional buffer capacity, increased dilution, shipment of brine reduction system brines, shipment of excess amounts of hydrolysate beyond onsite capacity, etc.;
Review downstream impacts to plant operations if offsite shipment is required;
Identify any regulatory requirements for offsite hydrolysate shipment and treatment options, and evaluate transportation risks that could be expected;
Consider stakeholder interests and solicit stakeholder input.

BGCAPP Second Report:
Develop criteria for successfully treating the hydrolysate in the designed Supercritical Water Oxidation (SCWO) and Water Recovery Systems;
Identify systemization data that should factor into the criteria/decision process;
If the present treatment is not satisfactory, identify potential modifications that would allow continued onsite processing, e.g., additional buffer storage, or shipment of excess hydrolysate beyond onsite capacity, etc.;
Identify the downstream impacts to plant operations if offsite shipment is required;
Determine if aluminum recovery from energetic hydrolysate prior to shipment offsite will be necessary;
Determine if separate waste disposal options are required for agent and energetics hydrolysates;
Identify any regulatory requirements for offsite hydrolysate shipment and treatment options, and evaluate transportation risks that could be expected;
Consider stakeholder interests and solicit stakeholder input.

The PCAPP report is expected to be delivered 9 months from the start of the contract, and the BGCAPP report is expected to be delivered at the end of the 15-month contract period.
