Project Scope
An ad hoc committee to be named the Army Research Laboratory Technical Assessment Board (ARLTAB), to be overseen by the Laboratory Assessments Board, will be appointed to continue the function of providing biennial assessments of the scientific and technical quality of the Army Research Laboratory (ARL). These assessments will include findings and recommendations related to the quality of ARL's research, development, and analysis programs. While the primary role of the ARLTAB is to provide peer assessment, it may offer advice on related matters when requested by the ARL Director. The ARLTAB will prepare interim and biennial reports that summarize the findings of the assessments. The ARLTAB will be assisted by five separately appointed panels that will focus on particular portions of the ARL program. Though named a “Board” in adherence to its traditional (17 years) epithet within the NRC and at the sponsor's insistence that the name “Board” carries meaning within the Army that the name “Committee” does not, the ARLTAB will function as a committee from the perspective of the NRC's understanding of that role; specifically the ARLTAB will provide an interim assessment report at the end of Year 1 of the assessment cycle and a final assessment report biennially and will be overseen by the Laboratory Assessments Board.


The project is sponsored by the U.S. Department of the Army.
The approximate start date for the new cycle of biennial reviews project is March 1, 2013.
Three interim reports and three biennial reports will be issued over the course of the new cycle of reviews.
