Project Scope
The Army Research Laboratory Technical Assessment Board (ARLTAB) will:

" Provide assessments of the scientific and technical quality of the Army Research Laboratory. These assessments will include findings and recommendations related to the quality and appropriateness of R&D for each of ARL's technical business areas. The role of the Board is to provide peer assessments of the quality of the scientific and engineering research and development at ARL.

" Respond to specific issues identified by the ARL director at the beginning of an assessment year.

" Determine annually in consultation with ARL leadership the scope of tasks undertaken by panels created and appointed to carry out the individual laboratory assessments in order to ensure that they remain consistent with changing ARL missions and emphases.

" Issue biennially a single report encompassing each of ARL's six technical business areas: digitization/communications science; armor/armaments; soldier system; air and ground vehicle technology; sensors and electron devices; and survivability/lethality analysis.

The Board will be assisted by six panels, each of which will annually visit ARL facilities to gather and provide to the Board assessment information from one of the six ARL directorates. The following panels will address the following respective ARL directorates:

" The Panel on Soldier Systems will address the ARL Human Research and Engineering Directorate
" The Panel on Digitization and Communications Science will address the ARL Computational and Information Sciences Directorate
" The Panel on Sensors and Electron Devices will address the ARL Sensors and Electron Devices Directorate
" The Panel on Armor and Armaments will address the ARL Weapons and Materials Research Directorate
" The Panel on Survivability and Lethality Analysis will address the ARL Survivability and Lethality Analysis Directorate
" The Panel on Air and Ground Vehicle Technology will address the ARL Vehicle Technology Directorate

Each panel will separately gather and review information necessary to assess the scientific and technical work of one ARL directorate and will provide to the ARLTAB inputs that will be used by the Board in preparing its biennial report on the assessment of the ARL. The panels will gather information through examination of technical reports prepared by the ARL staff, examination of technical program descriptions provided by ARL, and through annual visits to ARL facilities. Visits will include technical presentations by ARL staff, demonstrations of ARL projects, tours of ARL facilities, and discussions with ARL staff.

The approximate start date for the project is May 26, 2009.
The project is sponsored by the U.S. Department of the Army.
