Project Scope
|
This panel will annually assess the scientific and technical quality of the Army Research Laboratory's (ARL) research and development related to its air and ground vehicle technology mission. Using guidance from the ARL Technical Assessment Board, the panel will determine which projects to review each year. Among the possible criteria to be used for the panel's assessments are the following:
- Are the right scientific and technical issues with respect to a technical objective for the mission being posed?
- Does the research program for the technical objective reflect a broad understanding of the underlying science and of comparable work being done within ARL units, within the Department of Defense, as well as in industry, academia, and other federal laboratories, and does it employ the necessary resources as to instrumentation and other elements?
- How does the program, whether internal or collaborative, compare to similar work being done externally? Is the ARL work unique? Competitive? Weak compared to other efforts?
- If the program is judged weak or redundant to external work already under way, does the ARL still need an internal capacity? What remedies are suggested?
- Does the program incorporate external scientific and technical work integral to meeting the technical objectives, or is in-house expertise sufficient?
- Does work within the mission area result in peer-reviewed publications? More broadly, what are the indicators that the ARL work being examined is considered significant nationally within the cognizant field of science or technology?
The panel will provide to the ARLTAB inputs that will be used by the Board in preparing its biennial report on the assessment of the ARL. The panel itself will not be issuing a separate public report.
