Fourth Edition of Principles and Practices for a Federal Statistical Agency (P&P)

Project Scope
In response to recurring requests for advice on what constitutes an effective federal statistical agency, CNSTAT issued the first edition of Principles and Practices for a Federal Statistical Agency (P&P) in 1992. In early 2001 and 2005, CNSTAT issued the second and third editions, respectively, which reiterated the basic principles for federal statistical agencies, revised and expanded the discussion of some of the practices for an effective statistical agency, and updated the discussion with references to recent reports by CNSTAT and others. Changes in laws, regulations, and other aspects of the environment of federal statistical agencies over the past 4 years warrant preparation of a fourth edition, which a CNSTAT committee will prepare for release in early 2009. The committee will consider such changes for the fourth edition as elevating the need for a strong position of independence from a practice to a principle, adding one or more practices, such as regular internal and external evaluation of statistical programs, and modifying text on the use of the Internet for data collection and dissemination, the balance between in-house and outsourced operations, the location of IT functions, and the need for coordination and integration of data across statistical agencies. The committee will also add references in the fourth edition to relevant reports and legislation and regulations adopted since the third edition and will likely include a separate section or appendix that describes the federal statistical system's organizational and legal stucture.
