Improving Principles and Guidelines for Water Resources Planning by the U.S. Army Corps of Engineers

Project Scope
This study will advise the U. S. Army Corps of Engineers in the Corps' response to a 2007 congressional mandate to revise the federal Principles and Guidelines (P&G). The P&G document contains the basis for planning Corps of Engineers water resources projects.

The Corps of Engineers will provide two documents to the committee for review and comment. The first document will summarize proposed changes to the Principles and Guidelines that have been recommended in reports from the National Research Council and from other organizations. The second document will be a proposed revision of a portion of the P&G. That portion will consist of the "principles" (a 2-page policy statement) and Chapter 1 of the P&G Guidelines document, also known as "Standards."

Specifically, the committee will:
(1) review the Corps summary document of recommended changes to the P&G from the NRC and others. The committee will assess and comment upon the completeness and the coherence of this overview document;
(2) review the proposed revisions to the P&G principles and standards document and provide recommendations for that document's improvement. The committee also will consider how these proposed revisions might be undertaken so as to accommodate relevant emerging national water issues and problems.
For each recommendation or suggested improvement, the committee will explain the intent of its recommendation and how it might affect water resources plan formulation, and explain the prospective benefits of the recommendation to national water resources management; and,
(3) broadly assess, and accordingly provide advice and supporting justification, regarding the value of proposed revisions to the principles and standards to promote better national water resources decisions and projects.


The project is sponsored by the U.S. Army Corps of Engineers.

The start date for the project is July 7, 2008.

A report will be issued before the June 2009 completion of the project.

N.B. Due to delays, the start date for this project has been extended to 11/30/09, with a report expected 11 months after this projected start date.
