Project Scope
|
The Committee on National Statistics (CNSTAT) proposes to convene a panel to study technical issues of administrative records as part of reengineering the U.S. Census Bureau's Survey of Income and Program Participation (SIPP). The panel will consider the costs and benefits of strategies for linking administrative records and survey data, taking account of the accessibility of relevant administrative records, the operational feasibility of linking, the quality and usefulness of the linked data, and the ability to provide access to the linked data while protecting the confidentiality of individual respondents. The panel will also consider alternative uses of administrative records for a reengineered SIPP that do not require actual data linking (for example, to evaluate SIPP data quality). In addition, the panel may consider aspects of the reengineered SIPP survey with regard to interview periodicity mode of data collection, and sample source and size.
The project is sponsored by the U.S. Bureau of the Census.
The approximate start date for the project is September 30, 2006.
A report will be issued at the end of the project in approximately 27 months.
