Project Scope
|
The National Academies' Committee on National Statistics proposes a study to advance research on the topic of how to design national health accounts. A health account would contain statistical data relating the population's health status to an array of factors--including but not limited to medical care--that affect that status. The study would be conducted by assembling a small panel of experts on the topic who, working with CNSTAT staff, would hold a number of meetings and a workshop, commission papers, and produce a final report. The final report would summarize the workshop, the panel's findings, and offer recommendations on how to proceed with construction of health accounts. The panel may also choose the option to publish papers it commissions.
The panel would attempt to advance research on a number of vexing conceptual issues--specifically in defining and valuing health status--that are crucial building blocks to producing health accounts and, possibly, to improving conventional health expenditure accounts. The panel would also examine data needs for constructing health accounts and assess the extent to which existing data sources (such as those housed at the Centers for Medicare & Medicaid Services and the National Center for Health Statistics) andalso emerging sources (such as the new Bureau of Labor Statistics Time Use Survey) are filling the gaps.
The project is sponsored by the National Institute on Aging with an approximate start date of January 1, 2006.
A report will be issued at the end of the project in approximately 36 months
