9:30 – 10:30: Development of NBPTS Content Standards

* What was the process that was involved in determining the content standards for the various NBPTS certification areas?
* How were people chosen to serve on the standards committees?
* How many times did they meet and how did they approach their tasks?
* How did the committee incorporate research evidence about best practices into the process of determining the standards?
* What was the process for coming to consensus and finalizing the standards?

Panelists will discuss and provide examples of the following:

* Ways in which the NBPTS standards (5 propositions and certificate-specific content standards) are used in pre-service preparation of teachers and in professional development/mentoring of practicing teachers

* Ways in which the features of the NBPTS assessments (portfolio, videotaping of lessons, documenting and reflecting on practices) are incorporated in the pre-service preparation of teachers and the professional development/mentoring of practicing teachers.

* Any impacts this has had on students’ learning/motivation to learn, particularly students in traditionally low-achieving schools

1:00 – 2:30: Methodological Issues Associated with Using Student Outcome Measures to Evaluate the Effectiveness of Board Certified Teachers

* Use of gain scores versus use of prior achievement as a covariate
