Committee Mission: This committee will review and evaluate the pavement program under research, development, and deployment by the Federal Highway Administration (FHWA). Though an annual public forum (meeting), the committee will interact with FHWA professionals engaged in various aspects of the FHWA’s pavement technology program as part of this review process. The committee’s review and evaluation process will include making an assessment of the potential utility of the technologies being investigated, providing guidance on enhancing the effectiveness of deployment and implementation strategies for promoting successful technologies among users, identifying and prioritizing of additional research needs, and making suggestions for the pavement technology program for the future.

and conflict-of-interest issues pertaining to the conduct
of the National Academies’ committees.

9:30 a.m. Opening Remarks and Introductions Carlos Braceras

10:00 a.m. History and Expectations Gary Henderson

Mr. Henderson will review the background of the FHWA’s Pavement Technology Program and its goals. He will also
express the FHWA’s expectations from this committee to
help meet those goals. (Enclosure 1)

10:30 a.m. FHWA Organizational Structure & Role in Pavement John D’Angelo
Technology Program

Mr. D’Angelo will provide an overview of the FHWA’s organizational structure and the place of Pavement Technology Program within that structure. He will also discuss various strategies that the FHWA plans to employ in maintaining the program’s focus and monitoring its progress towards achieving
its goals. (Enclosure 2)

11:15 a.m. SAFETEA-LU Legislation Cheryl Richter
Mark Swanlund

Dr. Richter and Mr. Swanlund will brief the committee on the new SAFETEA-LU Legislation with special reference to aspects of the legislation that are likely to significantly impact the FHWA’s pavement technology activities.

11:45 a.m. Lunch

12:45 p.m. FHWA Pavement Technology Roadmap John Bukowski

Mr. Bukowski will provide an overview of the Pavement
Technology Roadmap as charted by the FHWA with
particular attention to its focus areas. The goals of
these focus areas include: optimizing pavement
performance, advancing quality systems, enhancing
surface characteristics, building technical capability,
and providing environmental stewardship. (Enclosure 3)

1:30 p.m. Open Discussion All

This exchange among the participants on the FHWA’s
Pavement Technology Roadmap and the implications of
the SAFETEA-LU Legislation is intended to help committee
and other participants gain a better understanding of the
interrelationship and interworking among the FHWA’s
various organizational units in the execution of the Pavement
Technology Program.

2:45 p.m. Activities of the Office of Infrastructure R&D Cheryl Richter

The activities of the Office of Infrastructure R&D are geared towards improving pavement performance by developing performance-based models and tools to facilitate effective management of national highway infrastructure with the ultimate goal to improve productivity and mobility of national highway transportation system infrastructure. Dr. Richter will provide details on the activities planned or underway at the FHWA’s Office of Infrastructure R&D as they relate to the milestones
and goals of the Pavement Technology Roadmap. (Enclosure4)

3:15 p.m. Activities of the Office of Pavement Technology Suneel Vanikar

The Office of Pavement Technology works with highway
industry and state highway agencies to develop technology and deploy results of federally-funded highway programs to pavement stakeholders through its various specialized teams of experts. Mr. Vanikar will provide details on the activities of the Office of Pavement Technology on research, implementation, and technology transfer as part of the strategy to achieve the goals
of the Pavement Technology Roadmap.


3:45 p.m. Activities of the Office of Asset Management Steve Gaj

The Office of Asset Management plays a key role in pavement management and analysis, construction and maintenance activities, technology development, outreach, and partnering initiatives. Mr. Gaj will apprise the committee on the activities
of the Office of Asset Management specifically geared towards helping meet the goals of the Pavement Technology Roadmap.

4:15 p.m. Activities of the Resource Center (Pavements & Materials) Tom Harman

The Resource Center (Pavement and Materials) offers a range
of technical services to the transportation community at state, local, and the federal government levels across the country. Mr. Harman will discuss the role played by the FHWA Resource Center in the implementation and technology transfer aspects
of the Pavement Technology Roadmap by providing technical assistance in the areas of pavements and materials. (Enclosure 5)

SHRP II Neil Hawks
Mr. Hawks will summarize aspects of the Renewal component of SHRP-II that are likely to complement the activities of the FHWA’s Pavement Technology Program. SHRP-II, a 5-year highway research program was authorized in the new SAFETEA-LU Legislation.

9:15 a.m. Open Discussion All

Building upon the previous day’s proceedings, this session
will provide an additional opportunity to the committee
members, FHWA staff, and other participants to exchange
views on the FHWA’s Pavement Technology Program and
the planned strategies for its execution.

The committee will meet in a closed session to develop consensus recommendations.
