Mr. Thomas K. Sorel - (Chair) - (Chair)
Thomas K. Sorel is Director of the North Dakota Department of Transportation (NDDOT), and was appointed in August 2017 by Gov. Doug Burgum. Sorel served as Minnesota Department of Transportation commissioner from 2008-2012, overseeing a workforce of 5,000 employees with a $4.3 billion annual budget and a $1.4 billion annual transportation program. Prior to that, he had a 30-year career with the U.S. Department of Transportation’s Federal Highway Administration, serving as administrator of its St. Paul Division from 2005 to 2008 and receiving a presidential honor for his leadership related to the I-35W bridge collapse response, recovery and rebuilding. Sorel most recently served as chief operating officer of the Minnesota Trucking Association. He previously ran his own transportation consulting firm in Woodbury, Minn., and served as vice president of surface transportation for Serco North America, working on intelligent transportation systems and other areas. A native of Plattsburgh, New York, Sorel earned a Bachelor of Science degree in Civil Engineering from the State University of New York in Buffalo and holds a Master’s degree in Business Administration from Thomas College in Waterville, Maine.

Mr. Courtney Drummond
Courtney Drummond is Chief Engineer for the Florida Department of Transportation (FDOT), a position he has held since October 2016. He was the Director of Transportation Operations for FDOT from 2011 to 2016. Mr. Drummond has worked for the Florida Department of Transportation since 2004. He has held positions in design, maintenance, and construction and served as the Palm Beach Operations Engineer for over three years. He is a member of the American Association of State Highway and Transportation Officials (AASHTO) Standing Committee on Highways. Mr. Drummond graduated from the University of the West Indies with a Bachelors degree in civil engineering and has over 20 years of experience in the area of transportation design, construction and management. He is a registered engineer in the State of Florida.

Mr. Matthew M. Farrar
Matthew M. Farrar is the State Bridge Engineer for the Idaho Transportation Department. He has over 30 years of service with the Idaho Transportation in the areas of bridge planning, design, construction, and inspection/evaluation. Farrar serves on the AASHTO Subcommittee for Bridges and Structures as the Chairman of the technical committee T-18 Bridge Management, Evaluation and Rehabilitation. Vice Chairman of technical committee T-10 Concrete Structures, and as a member of technical committee T-14 Steel Bridges. He is Idaho’s state coordinator for the Long Term Bridge Performance Program. He has a Bachelors and Master of Science Degrees in Civil Engineering from the South Dakota School of Mines and Technology.

Dr. Dan M. Frangopol
Dan M. Frangopol is Professor of Civil Engineering and holds the inaugural Fazlur R. Khan Endowed Chair of Structural Engineering and Architecture at Lehigh University. He is also Emeritus Professor of Civil Engineering at the University of Colorado at Boulder. He is regarded as the seminal figure in the creation and technical development of life-cycle civil engineering concepts and methods and their applications to structures. His main research interests are in the application of probabilistic concepts and methods to civil infrastructure systems including structural reliability, probability-based design and life-cycle optimization of bridges, life-cycle cost analysis, structural health monitoring, life-cycle performance maintenance and management of structures and infrastructures under uncertainty, risk- and sustainability-based assessment and decision making, bridge resilience to disasters, bridge network analysis under multi-hazards, and stochastic mechanics. He is an elected member of three academies, including the Academy of Europe (London), Royal Academy of Belgium, and Romanian Academy, a Distinguished Member of the American Society of Civil Engineers (ASCE), holds four honorary doctorates and twelve honorary professorships, and is the recipient of several national and international awards including the OPAL Award for Lifetime Achievement in Engineering Education, and the Nathan M. Newmark, J. James R. Croes and T.Y. Lin Medals.

Mr. Gregg C. Fredrick

Gregg C. Fredrick is the Chief Engineer for the Wyoming Department of Transportation. In this role, he oversees the planning, engineering, and construction programs responsible for the delivery of the State’s transportation improvement program. He also oversees the operational aspects (safety, maintenance, traffic, operations, facilities, and equipment) of the state’s assets. Fredrick is a member of AASHTO’s Transportation Policy Forum, the Highways and Streets Council, and he has served as the Chair for AASHTO’s Committee on Bridges and Structures since 2012. He served as the State Bridge Engineer from 2001 – 2010 where he supervised the State’s bridge inspection and operations, hydraulic design, and structural design activities. Fredrick was a member of the Subcommittee on Bridges and Structures from 1996 to 2010 were he participated in the activities of several technical committees, and he was also the bridge liaison to the Technical Committee for Roadside Safety. In support of bridge research efforts, Fredrick participated in the 2007 Long Term Bridge Performance workshop in Las Vegas and was a member of the Long Term Bridge Performance Program. He served on the TRB General Structures Committee and the Steel Bridge Committee, chaired two NCHRP research projects, and served as a member on several other NCHRP panels. Prior to 2001, Fredrick inspected bridges and completed the design and oversight of a variety of bridge replacement and rehabilitation projects. Gregg is a graduate of the University of Wyoming with a bachelor of science degree in civil engineering and is a licensed professional engineer in the State of Wyoming.


Mr. Mostafa Jamshidi
Mostafa Jamshidi is Chief Engineer of the Nebraska Department of Transportation (NDOT). He has been active in the design and construction of highway projects for the last 30 years. He coordinates the activities of all eight districts and four divisions including materials and research, construction, operations, rail and public transportation divisions. He serves as the chair of the AASHTO Committee on Materials and pavements. He has served on numerous NCHRP panels and was a member of the warm mix asphalt European scan tour. He has also served as the NDOT’s Materials and Research Engineer from 2000 to 2011, when he was responsible for coordinating the activities of six sections including pavement design, geotechnical engineering, pavement management, research, and both flexible and rigid pavement quality control and quality assurance programs. Mr. Jamshidi has served as the department’s Assistant Bridge Engineer, Structural Engineer, Geotechnical Engineer, and Project Construction Engineer. He is a graduate of the University of Nebraska, Omaha with a degree in civil engineering and is a registered professional engineer in the State of Nebraska.

Mr. Bruce V. Johnson
Bruce V. Johnson is the State Bridge Engineer in Oregon, a position he has held since September 2004. He supervises 70 people in bridge design, standards, operations, inspection, major bridge maintenance, load rating, bridge management, and preservation. Prior to that, he was the Division Bridge Engineer for the Federal Highway Administration (FHWA) in Oregon from October 1988 to September 2004. He worked in various positions with FHWA in Oregon, Nevada, Kansas, Colorado, Indiana, and Iowa from 1975-1988. Mr. Johnson is chair of the American Association of State Highway and Transportation Officials (AASHTO) Subcommittee on Bridges and Structures' Technical Committee on Bridge Preservation, a member of the Technical Committee on Tunnels, and a member of the Technical Committee on Seismic Design. Mr. Johnson is a member of the TRB Standing Committee on Seismic Design and Performance of Bridges.

Ms. Patricia Leavenworth
Patricia Leavenworth is the Chief Engineer for the Massachusetts Department of Transportation (MassDOT) as position that she has held since 2013. She previously held the positions of Highway Director, Construction Engineer, and Operations Engineer in her over 30 years with the MassDOT. Leavenworth is a member of the American Association of State Highway and Transportation Officials (AASHTO) Standing Committee on Highways. Leavenworth holds a Master of Science degree in Civil Engineering from the Worcester Polytechnic Institute and a Bachelor of Science degree in Civil Engineering from the Norwich University Military College of Vermont. Leavenworth is a licensed Professional Engineer in Massachusetts.

Dr. Rebecca S. McDaniel
Rebecca S. McDaniel is Technical Director of the North Central Superpave Center at Purdue University, a position she has held since 1995. Prior to that appointment, she served for ten years as a research engineer and manager with the Indiana Department of Transportation (INDOT), Division of Research, specializing in pavements and materials. During that time, she was active in site selection, data collection and reporting, and site maintenance for LTPP from the state side. Dr. McDaniel holds bachelor's, master's, and Ph.D. degrees in civil engineering from Purdue University and a bachelor's degree in English from Indiana University. She is a registered professional engineer in Indiana. Dr. McDaniel is chair of the TRB Asphalt Section and a member of the Design and Construction Group as well as several TRB committees. She is a past president of the Association of Asphalt Paving Technologists and a vice-chair of ASTM Committee on Road and Paving Materials. She has also chaired or served on numerous National Cooperative Highway Research Program (NCHRP) project and synthesis panels and the former Federal Highway Administration (FHWA) Asphalt Mixture Expert Task Group. She was also chair of the Long Term Pavement Performance Expert Task Group on Materials Data Collection and Analysis from 2002-2007 and later the Expert Task Group on LTPP Special Activities (Member 2007 - 2009, Chair 2009 - 2017). While with INDOT, she served as loaned staff to the Strategic Highway Research Program (SHRP).



Dr. Kumares C. Sinha
Kumares C. Sinha, NAE is Olson Distinguished Professor of Civil Engineering at Purdue University and a Fellow of the Hagler Institute for Advanced Study at Texas A&M University. He has been engaged in research, education and practice of transportation planning and engineering for about five decades. He was on the faculty of Marquette University for six years before coming to Purdue in 1974. At Purdue he served as the Head of the Transportation and Infrastructure Systems Area during 1981-2001 and as the Director of the Joint Transportation Research Program of Purdue University and Indiana Department of Transportation during 1995-2010. His research interest over nearly five decades has covered a wide range of areas from highway engineering, traffic operations and safety analysis to land use-transportation system modelling, transportation financing and civil infrastructure management. He pioneered integrated highway asset management techniques to determine optimally the timing and the extent of maintenance and preservation of pavements, bridges and other facilities on a life cycle basis. He has authored or co-authored over 450 technical publications including a book.Sinha is a registered Professional Engineer and he has been a consultant for the World Bank on transportation and infrastructure issues. He has served on numerous professional and research organizations including for the American Society of Civil Engineers, the American Road and Transportation Builders Association, the Council of University Transportation Centers and as a member of the Board of Directors of the International Road Federation, the Oversight Committee of the 2nd Strategic Highway Research Project, and the Federal Advisory Council for the Bureau of Transportation Statistics. He has also served as a member of the Executive Committee of the Transportation Research Board of the National Academies and he is currently on the editorial board of five journals including the Journal of Transportation Engineering. Sinha has been the recipient of numerous prestigious awards throughout his career, and is a Member of the National Academy of Engineering and a National Associate of the National Academies.

Ms. Joyce Taylor
Joyce Taylor is Chief Engineer for the Maine Department of Transportation. She graduated from the University of Maine at Orono in 1986 with a BS in Chemical Engineering. She worked at Department of Environmental Protection in the Hazardous Waste Program and moved into the Lake Protection group. She worked with developers and contractors on lake protection issues providing technical assistance and training. Taylor moved into the Toxic Use Reduction program and worked with companies to voluntarily reduce use of hazardous materials. In 1995, she went to work for a consultant, Lakes Environmental Association, and her clients included Maine DOT and several towns. Her primary work involved providing technical assistance and training to contractors on erosion control and stormwater issues. She started work for Maine DOT in 1999 as the Environmental Engineer for the Construction Division. Taylor moved onto the Urban & Arterial Highway program as a construction support manager. She was promoted to the Division Engineer position in Fairfield, worked with the State Aid crew and the former Regional Program. She moved back into the Urban & Arterial Highway Program as the Assistant Program Manager of Construction. She was promoted to the Assistant Bureau Director of Project Development in 2004 and became the Bureau Director in 2010. Taylor became the Chief Engineer for MaineDOT in 2013.

Mr. James A. Williams, III
James A. Williams, III is the Deputy Executive Director/Chief Engineer for the Mississippi Department of Transportation. James Williams is a 1991 graduate of Mississippi State University with a Bachelor of Science degree in Civil Engineering. He is currently a licensed Professional Engineer in the state of Mississippi. Since his graduation, Williams has been employed by the Mississippi Department of Transportation (MDOT). His experience includes twelve years working as an engineer in the Geotechnical Branch of Materials Division before moving in 2004 into an administrative role serving as the Assistant State Materials Engineer. In 2005 he became the State Materials Engineer. In November 2013, his duties again changed as he was appointed to the post of Assistant Chief Engineer – Operations where he manages Materials, Research, Contract Administration, and LPA Divisions. In November 2016, Williams was appointed to the post of Deputy Executive Director/Chief Engineer. In this role, he is responsible for all engineering and operational aspects of the agency. The experience gained while serving in various roles within MDOT have resulted in extensive knowledge of geotechnical investigation and design, construction materials evaluation and testing, and pavement design and construction.
Williams has served on the AASHTO Subcommittee on Materials (SOM) since 2004. During his tenure on the SOM, he has been a member of seven Technical Sections, serving as Vice-Chair of Technical Section 1a and Chair of Technical Section 1b. In 2012, Williams was appointed to be the Region 2 Vice-Chair serving on the Executive Committee. Additionally, James is currently Chair of the AASHTO ReSource ATG. Williams has served on several NCHRP Panels directing national research in the areas of construction materials and geotechnical investigation and testing.
