Dr. Nancy T. Tippins - (Chair)
Valtera Corporation

Nancy T. Tippins is senior vice president and managing principal at Valtera Corporation. She has extensive experience in the development and validation of selection tests and other forms of assessment for all levels of management and hourly employees as well as in designing performance management programs and leadership development programs. She has worked extensively with computer-based test administration, developing her first computer administered test and test administration platform in 1991. Prior to joining Valtera, she worked as an internal consultant in large Fortune 100 companies developing and validating selection and assessment tools. She participated in the revision of the Principles for the Use and Validation of Personnel Selection Procedures and sits on the current committees to revise the Standards for Educational and Psychological Testing and the new ISO 9000 standards for assessment. She has a longstanding involvement with the Society for Industrial and Organizational Psychology (SIOP) where she served as President (2000-2001). She is a fellow of SIOP and the American Psychological Association and is involved in several private industry research groups. She has authored and co-authored numerous journal articles on assessment, and was formerly the Associate Editor for the Scientist-Practitioner Forum of Personnel Psychology and on the editorial board of the Journal of Applied Psychology. She served on numerous National Research Council committees including the Committee on FAA Aviation Safety Staffing Standards. She has M.S. and Ph.D. degrees in Industrial and Organizational Psychology from the Georgia Institute of Technology.

Dr. Colin G. Drury
State University of New York at Buffalo

Colin G. Drury is distinguished professor emeritus of industrial and systems engineering at University of Buffalo, State University of New York (SUNY). His recent work focuses on the application of human factors techniques to inspection and maintenance processes. Previously he was director of Research Institute for Safety and Security in Transportation. He is also president of Applied Ergonomics Group, Inc. He has over 200 publications on topics in industrial process control, quality control, aviation maintenance, security, and safety. He is a fellow of the Institute of Industrial Engineers, the Ergonomics Society, the International Ergonomics Association, and the Human Factors and Ergonomics Society, receiving the Bartlett Medal of the Ergonomics Society and both the Fitts and Lauer Awards of the Human Factors Ergonomics Society. In 2005, he received the FAA’s Excellence in Aviation Research Award, and in 2006, he was awarded the American Association of Engineering Societies’ Kenneth Andrew Roe Award. He has served on numerous National Research Council committees including the Committee for the Review of NASA’s Aviation Safety Related Programs and the Committee on Human-Systems Integration (now the Board on Human-Systems Integration). He has an honors B.Sc. degree in physics from the University of Sheffield, England, and a Ph.D. degree from the University of Birmingham, England in engineering production specializing in ergonomics.

Dr. T. Mark Harrison
University of California, Los Angeles

T. Mark Harrison (NAS) is distinguished professor, and former chair, of geochemistry in the Department of Earth and Space Sciences at University of California, Los Angeles. His research areas include application of isotopic techniques to understanding tectonothermal events in the lithosphere; experimental and theoretical studies related to the origin, transport and emplacement of granitoid magmas; application of heat flow and diffusion theory to geological problems; and the development of geochemical instrumentation for isotopic microanalysis. He is a member of American Geophysical Union, Geological Society of America, and Geochemical Society. He has been a private pilot for many years, and he has been a past member of two National Research Council committees. He has a Ph.D. degree in earth sciences from Australian National University.

Mr. Christopher Hart
National Transportation Safety Board

Honorable Christopher Hart is vice chairman of the National Transportation Safety Board (NTSB). Previously, he was a member of the NTSB, deputy director for Air Traffic Safety Oversight at the Federal Aviation Administration (FAA), and FAA assistant administrator for the Office of Safety, System Safety. He is a licensed pilot with commercial, multi-engine, and instrument ratings as well as an attorney. He is a member of the District of Columbia Bar and the Lawyer-Pilots bar Association. He has served on four National Research Council committees including as a member of the Committee to Review NASA’s Space Flight Standards. He has B.S. and M.S. degrees in aerospace engineering from Princeton University and a J.D. degree from Harvard Law School.

Mr. Paul F. Hogan
The Lewin Group

Paul F. Hogan is senior vice president and practice director of Federal National Security and Emergency Preparedness at The Lewin Group. He applies microeconomics, econometrics, cost-benefit analyses, statistics, and operations research methods to problems of health economists, labor supply, compensation, training, performance, military staffing and readiness, and cost measurement. His areas of research in health economics include workforce studies and measures of Medicare and Medicaid payment accuracy. He has been a member of previous National Research Council committees including the Committee on FAA Aviation Safety Inspector Staffing Standards and the Committee to Study the FAA’s Methodologies for Estimating Air Traffic Controller Staffing Standards. He has a B.A. degree in economics from the University of Virginia, and an M.S. degree in applied economics and finance from the University of Rochester.

Mr. Brian Norman
Compass Manpower Experts, LLC

Brian Norman is chief executive officer and founder of Compass Manpower Experts, LLC, serving most recently as senior human resource advisor to the U.S. Agency for International Development Changes for Justice Project, within the Attorney General Office enterprise of the Republic of Indonesia. He is also adjunct professor at Ira P. Eaker School for Professional Development, Air University at Maxwell Air Force Base. Previously, he served as commander of the Air Force Manpower Agency (AFMA), Randolph Air Force Base, and the deputy director of plans and integration, deputy chief of staff for manpower and personnel, Headquarters United States Air Force, Washington, DC. He has a B.S. degree in industrial engineering from the University of Missouri, a M.S. degree in systems management from the University of Southern California, and a M.S. degree in strategic studies from Air University, Maxwell Air Force Base.

Dr. Tonya L. Smith-Jackson
Virginia Polytechnic Institute and State University

Tonya L. Smith-Jackson is professor of industrial and systems engineering at Virginia Polytechnic Institute and State University. She is founder and director of the Assessment and Cognitive Ergonomics Lab (ACE) and co-director of the Safety Engineering and Human-Computer Interaction Labs. She is a member of the American Society of Safety Engineers, the Human Factors and Ergonomics Society, the Institute of Industrial Engineers, the Association for Psychological Science, and the Society of Women Engineers. She is certified by the Board of Certification in Professional Ergonomics. Her research has been funded by a variety of organizations and agencies, including the National Science Foundation, National Institute for Occupational Safety and Health, Army Research Office, United Parcel Service, Toshiba Corporation of Japan, Carilion Clinic, and Carilion Biomedical Institute. She has focused her research, teaching, and service efforts on ensuring processes and technologies are equitable and inclusive across cultures, genders, abilities, and generations. She has served on one prior National Research Council committee. She has a B.A. degree in psychology from the University of North Carolina, Chapel Hill, and M.S. and Ph.D. degrees in psychology/ergonomics from North Carolina State University.

Dr. William J. Strickland
HumRRO

William J. Strickland is president and chief executive officer of the Human Resources Research Organization (HumRRO) in Alexandria, Virginia. Before his appointment, he spent over 10 years as a HumRRO vice president, directing its Workforce Analysis and Training Systems Division. Before joining HumRRO, he completed a 26-year career in the United States Air Force and retired as a colonel. He is a fellow of the American Psychological Association (APA), a past president of its Division of Military Psychology, and served for six years as the Division’s representative on APA’s Council of Representatives. He currently serves on APA’s Policy and Planning Board, and he begins a three-year term in January 2013 as a member-at-large on the APA Board of Directors. He has been a member of two previous National Research Council committees including the Committee on FAA Aviation Safety Inspector Staffing Standards. He is a graduate of the United States Air Force Academy and earned a Ph.D. degree in industrial and organizational psychology from Ohio State University.

Mr. Elmore M. Wigfall
Federal Aviation Administration [Retired]

Elmore M. Wigfall is a retired 36-year veteran of the Federal Aviation Administration (FAA) and an adjunct instructor in the Department of Electronic Technology at Antelope Valley Community College, Lancaster, CA. His experience has been in air traffic control technical operations, and he has held positions ranging from Air Traffic Systems Specialist (electronics technician) to Systems Management Office Manager. Combined, he has over 3,000 hours of FAA technical, management, and leadership training. He has also completed over 150 hours of training in mediation and conflict resolution with practical application and experience conducting mediations in civil and criminal court cases. Previously, he served as an Alternate Dispute Resolution Mediator for the FAA’s Equal Employment Opportunity Program.

Currently, he volunteers with the California Academy of Mediation Professionals serving as a civil dispute mediator for small claims, limited jurisdiction, and civil harassment cases in the Los Angeles Superior Court System. He has a B.S. degree in computer science from the University of Central Oklahoma and a M.P.A. degree from California State University.
